No building or structure regulated by this article shall be erected, constructed,
enlarged, altered, repaired, moved, improved, removed, converted or demolished without
first obtaining all required permits and a separate permit for each building or structure
from the Building Official in the manner and according to the applicable conditions
prescribed in his code. Time periods set forth in this article Supersede all other
time allotments ordinarily permitted under the provisions of the Fresno Building Code.
