§ 11-602. FINDINGS OF FACT.

  • (a)

    The flood hazard areas of the City of Fresno are subject to periodic inundation which could result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare.

    (b)

    These flood losses are caused either by encroachment of development into areas of special flood hazard or by the cumulative effect of obstructions in those areas. This in turn results in increased flood heights and velocities, and displaces flood flows onto lands not otherwise subject to special flood hazard. Such flood losses also occur when such developments are inadequately flood proofed, elevated or otherwise protected from flood damage. Inadequately anchored development can result in damage to uses in other areas.
