Whenever any subsurface, surface, or above surface obstruction existing in, on, or
above any public right of way within the city interferes with, obstructs, or would
obstruct, any public improvement, or proposed public improvement, of such right of
way, such obstruction shall constitute a public nuisance and may be summarily abated
by, or at the direction of, the Director.
