§ 13-226. EXCEPTION FROM ARTICLE.

  • This article applies to all those things which, when installed, make up and become part of public streets or their substructure and to the manner of their installation, but it shall not be deemed to set standards for the materials in, type, quality, or quantity of, or method of assembly of, property of a public utility or government (such as pipes, manholes, wires, cables, underground vaults, etc.) unless the possibility of failure of the thing to be placed will endanger any property or persons and in such case the thing must be engineered so as to be safe.
