§ 5-404. RESTRICTIONS AND CONDUCT AT AIRPORT.

  • (a)

    These rules and regulations are not intended to amend, modify or supersede any provisions of federal, state or local law.

    (b)

    Any permission granted by the city or Director, either directly or indirectly, expressly or by implication, to any person to enter upon or use the Airport shall constitute an agreement by the person to comply with any and all city, state or federal rules, regulations or laws, including but not limited to compliance with Federal Aviation Administration and Transportation Security Administration rules, regulations and plans.

    (c)

    No person shall engage in any business or commercial activity on the Airport except with the approval of, and under such terms and conditions as may be prescribed by the Director.

    (d)

    No person shall post, distribute or display signs, advertisements, circulars or printed material without first obtaining the approval of the Director.

    (e)

    No person shall take still, motion or sound pictures at the Airport for commercial purposes without first obtaining a license or permit from the Director, except duly authorized newspaper or television news media personnel may take pictures of newsworthy events for newspaper or television display only.

    (f)

    The Director may promulgate reasonable rules and regulations to regulate the time, place and manner of charitable solicitations and the distribution of religious, political or commercial literature, including newspapers, parading, demonstrating and assembling. Such rules and regulations shall be precisely drawn to protect constitutional rights and promote legitimate governmental interests, including but not limited to preventing unreasonable interference with pedestrian and vehicular traffic, preventing fraud, preventing undue harassment of passersby, and preventing undue interference with the business operations of the airport. Such rules and regulations may include the establishment of a permit system.

    (g)

    Any person damaging Airport property shall report such damage to the Director and may be responsible to the city for any expense required to repair such damage.

    (h)

    No person shall bring any animal upon the Airport unless such animal is on a leash or caged. No person shall bring any animal into any Airport public building except service animals or an animal properly confined for shipment by air.

    (i)

    No person shall travel on any portion of the Airport except on roads, walks or places provided for the particular class of traffic nor occupy the roads or walks in such a manner as to hinder or obstruct their proper use.

    (j)

    No person shall enter any restricted area posted as limited to "Authorized Persons Only," or similar wording without proper identification and authorization.

    (k)

    No person shall enter any air operations area of the Airport without authorization of the Director.

    (l)

    No person shall drink any intoxicating liquors nor have in his possession any open containers of intoxicating liquors upon any portion of the Airport open to the public except in such restaurant or other place as shall be properly designated and licensed for on-sale liquor dispensing.

    (m)

    Except as authorized by law, no person shall carry any firearms, destructive device or explosive on the Airport.

    (n)

    No person shall dispose of garbage, paper, waste, refuse or other material in the Airport public areas except in receptacles provided for that purpose.
