The investigating and enforcing officials of the city, including but not limited to,
the Chief of Police and code enforcement officers, shall have the right to enter the
premises from time to time during regular business hours for the purpose of making
reasonable inspections to observe and enforce compliance with building, fire, electrical,
plumbing or health regulations, and to enforce compliance with applicable regulations,
laws, and statutes, and with the provisions of this chapter.
