§ 9-2302. RULES AND REGULATIONS.

  • Every such owner and operator shall comply with the following rules and regulations covering the operation of his mechanical devices:

    (1) All seat and floor surfaces shall be in good repair. They shall have no unnecessary obstructions and shall not be unduly slippery.

    (2) There shall be a way provided that a rider of any of the mechanical devices cannot fall or be thrown from any such mechanical device.

    (3) Whenever the mechanical devices are in motion, provision shall be made to prevent children from contacting such moving rides.

    (4) All driving mechanisms where there is any opportunity of contact shall be guarded by enclosure.

    (5) All electric lines that could be contacted by children are to be in conduit, and all machinery must be grounded.

    (6) There shall be an attendant in sight of all devices and reasonably close by in order to immediately shut down any ride or mechanical device if an emergency arises.

    (7) Any roofs over such mechanical devices that can be contacted by riders must be clear of any projection that would cause injury to the body.

    (8) All moving equipment shall be of proper engineering design and constructed in a workmanlike manner.

    (9) All electrical facilities, wiring, appliances, motors, control devices, and other electrical appurtenances shall comply with the provisions of this Code concerning electrical requirements. California State Safety orders, and Rules and Regulations of any regulatory bodies having jurisdiction.

    (10) Artificial lighting shall be provided at all times.

    (11) In the event any owner or operator of such playland and amusement center shall fail, refuse or neglect to remedy, repair or correct any defective or unsafe condition at such playland and amusement center, including the mechanical devices thereon, when notified in writing so to do by the Building Inspection Department, within the time and manner specified by the said department, then and in that event the Council, by appropriate resolution, may require such owner and operator to vacate such playland and amusement center and remove all of his equipment and devices therefrom.
