No person shall make or cause to be made any report, statement, or representation
to any peace officer, to the City Attorney, or any of his assistants or deputies,
or to any officer or employee of the Fire Department that any crime has been committed,
or concerning any crime which has been committed or purportedly committed, or concerning
any emergency, purported emergency, or other situation which normally results in or
requires any action to be taken by any of the aforementioned persons with respect
thereto, when in fact such report, statement, or representation is false and known
