§ 9-902. FINDINGS AND DETERMATIONS.

  • (a)

    The Council finds that licensing and regulating the operation of taxis/taxi-stands is necessary in order to control traffic flow, ensure passenger safety and protect the public health, safety and welfare, and therefore requires the adoption of this ordinance.

    (b)

    If any sentence, clause or phrase of this section is for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portion of this section. Council hereby declares that it would have adopted this section and each sentence, clause or phrase thereof, irrespective of the fact that any one or more subsections, sentences, clauses or phrases be declared invalid or unconstitutional.

    (c)

    The Council declares that any use of such words as "shall" and "must" in this article does not intend self-imposition of liability.
